5/4/21: The US Small Business Administration is no longer accepting new loan applications for the Paycheck Protection Program as the funds have been exhausted. The SBA will continue funding outstanding approved PPP applications, but new qualifying applications will only be funded through Community Financial Institutions, financial lenders who serve underserved communities. 1/27/21: Update on SBA directives for PPP applications

The SBA (Small Business Administration) has updated its due diligence processes, and, in some cases, the SBA is asking for additional documentation from borrowers. In these cases, your Plumas Bank business advisor or loan officer will contact you directly should the SBA request additional documentation for your PPP application. We will be by your side and walk you through the process each step of the way.

  • Loan Details

    SBA will forgive loans if all employee retention criteria are met, and the funds are used for eligible expenses.

    • PPP loans have an interest rate of 1%.
    • Loans have a maturity of 5 years.
    • Loan payments will be deferred for borrowers who apply for loan forgiveness until SBA remits the borrower's loan forgiveness amount to the lender. If a borrower does not apply for loan forgiveness, payments are deferred 10 months after the end of the covered period for the borrower’s loan forgiveness (either 8 weeks or 24 weeks).
    • No collateral or personal guarantees are required.
    • There are no fees associated with PPP Loans.
  • Who is eligible for a Second Draw PPP Loan?

    The Paycheck Protection Program (PPP) has been expanded and extended through March 31, 2021 and allows for a Second Draw PPP loan for certain eligible borrowers. We thank you for your continued trust through the first round of PPP, and we hope to aid in your business’ success by assisting you with your Second Draw PPP Loan.

    In general, the Economic Aid Act made the eligibility requirements for Second Draw PPP Loans are more narrow than the eligibility requirements for First Draw PPP Loans. With certain exceptions as outlined in the SBA guidance, released Jan 6, 2021, a Second Draw PPP Loan may only be made to an eligible borrower that:

    • Has received a First Draw PPP Loan, and
    • Has used, or will use the full amount of the First Draw PPP Loan on or before the expected date on which the Second Draw PPP Loan is disbursed, and
    • Has fewer than 300 employees, and
    • The borrower must have experienced a revenue reduction of 25% or greater in 2020 relative to 2019. A borrower must calculate this revenue reduction by comparing the borrower’s quarterly gross receipts for one quarter in 2020 with the borrower’s gross receipts for the corresponding quarter of 2019.

    *Note* - A business which has not yet received a First Draw PPP loan, may still apply for one under the current guidelines for First Draw PPP Loans.

  • How do I apply for a Second Draw PPP Loan?

    We would like to assure you that Plumas Bank is committed to seeing your business succeed through the COVID-19 pandemic. To simplify the application process for your Second Draw PPP loan, we have established an online application, which will contain pre-filled information from your First Draw PPP loan. 

    When you are ready to complete your application for a Second Draw PPP Loan, please email us at or contact a Business Advisor at your local Plumas Bank branch location to request a link specific to your entity’s loan. In your email, be sure to include the following information:

    Exact name of the borrowing entity of your First Draw PPP Loan


    The First Draw PPP Plumas Bank loan number

    *Important Note* - To verify eligibility for a Second Draw PPP loan and to expedite your application process, the link to your application sent to you by Plumas Bank must be used. If you start your application directly from without requesting a link, this may cause delays in your application process.

  • Second Draw PPP Loan Application and Documentation Requirements

    The documentation requirements to substantiate payroll cost calculations are generally the same as required for First Draw PPP Loans. Unless specifically requested by Plumas Bank, no additional documentation will be required at the time of application for a Second Draw PPP Loan for $150,000 or less, if the applicant:

    • Used calendar year 2019 figures to determine its First Draw PPP amount, and
    • Uses calendar year 2019 figures to determine its Second Draw PPP Loan amount (instead of calendar year 2020), and
    • Uses the same lender for its Second Draw PPP Loan, that was used for its First Draw PPP Loan.

    For Second Draw PPP Loans in excess of $150,000, the applicant will be required to provide documentation adequate to establish that the applicant experienced a revenue reduction of 25% or greater in 2020 relative to 2019.  For Second Draw PPP Loans of $150,000 or less, such documentation is not required at the time of application, but such documentation must be submitted on or before the date the borrower applies for loan forgiveness. If the borrower does not apply for forgiveness, such documentation must be provided upon SBA’s request.

  • Who is eligible for a First Draw PPP Loan?

    First Draw PPP Loans (for first-time PPP borrowers) can be used to help fund payroll costs, including benefits. Funds can also be used to pay for mortgage interest, rent, utilities, worker protection costs related to COVID-19, uninsured property damage costs caused by looting or vandalism during 2020, and certain supplier costs and expenses for operations.

    A business, organization, or individual is eligible to apply for a First Draw PPP Loan if:

    • Your business meets the entity eligibility requirements as defined by the SBA. Eligible entities include Small Businesses, Sole Proprietors, Independent Contractors, certain eligible Self-Employed Individuals, Nonprofit organizations, Tribal Businesses, Veterans Organizations, and others. For specific questions regarding your entity’s eligibility, please contact Plumas Bank.
    • Your business employs fewer than 500 people. 
    • Your business was in operation on February 15, 2020, and either had employees for whom you paid salaries and payroll taxes or paid independent contractors, as reported on form 1099-MISC, or you were an eligible self-employed individual, independent contractor, or sole proprietorship with no employees.
  • First Draw PPP Loan Application and Documentation Requirements

    When applying for a First Draw PPP Loan, you must submit documentation sufficient to establish eligibility and to demonstrate the qualifying payroll amount, which may include, as applicable:

    • Payroll records
    • Payroll tax filings
    • Form 1099-MISC
    • Schedule C or F
    • Income and Expenses from a Sole Proprietorship
    • Bank records

    Also, a payroll statement or similar documentation from the pay period that covered February 15, 2020 must be provided to establish you were in operation on February 15, 2020.

  • Borrower Job Aid (Checklist) - Forgiveness

    Steps to Complete Forgiveness Application - Borrower

    1. Click on the Client Portal Link provided to you by Plumas Bank.

    2. Create a PIN that you will need to use in the future to access your forgiveness application.

        a. This pin will need to be between 6-12 characters. It can include numbers, letters, and special characters.

    3. HINT: If you would like to find more information about any fields in the app, utilize the tool tip icon by clicking directly on the available question mark icon beside the corresponding field.

    4. Be sure to save your progress as you complete each step by pressing the “save” button.


        a. Check the box beside any of the eligibility options that correspond to your application.

        b. Click Save and Close.

        c. In the Checkbox beside Use EZ Form: check the box next to Yes (if eligible): This will adjust the form.

    6. Complete the Business Information Section:

        a. Verify the information in the grayed-out fields. If anything needs to be corrected, contact us by email at or by calling 1.888.375.8627.

        b. Select Yes or No if you would like to provide demographic information about your principals (voluntary):

            i. If Yes is selected, a new section will open that will allow you to identify for each principal.

        c. Under Employment Information answer the required fields.

        d. If the loan was disbursed before 6/5, chose which duration you would like to use for your cover period (8 weeks or 24 weeks). Loans disbursed after 6/5 will default to 24 weeks.

        e. In the Payroll Information section select the frequency with which payroll is paid to employees.

        f. Select Yes or No if you are using an Alternative Payroll Covered Period:

            i. If Yes is selected, enter the day of the first pay period following the PPP Loan Disbursement Date on the page that appears.

    7. Complete the Loan Information Section:

        a. Enter relevant EIDL information.

        b. Check box next to “Check if Borrower (together with affiliates, if applicable) received PPP Loans in excess of 2 Million” (if applicable).

    8. Complete Employee Compensation (3508EZ Only):

        a. Enter relevant employee compensation information.

        b. Upload Documents:

            i. Click the upload documents button.

            ii. Check the boxes beside the related field you’d like to relate each document to. 

            iii. Drag and drop file or click to upload.

            iv. Click upload at the bottom of the page.

            v. Repeat this process for each document.

    9. Complete Schedule A (3508 Only):

        a. Option (1) Download the Excel Worksheet.

        b. Fill out and Upload Excel Worksheet using instructions provided on worksheet

        c. Option (2) If calculations have already been made, numbers can be plugged directly into the corresponding fields without the need for the excel sheet.

        d. Upload Documents:

            i. Click the upload documents button.

            ii. Check the boxes beside the related field you’d like to relate each document to. 

            iii. Drag and drop file or click to upload.

            iv. Click upload at the bottom of the page.

            v. Repeat this process for each document.

    10. Complete Owner Compensation Section (if Applicable):

        a. Enter 2019 and Amount Paid.

        b. Click the Upload Documents button if applicable.

    11. Complete the FTE Reductions Section (3508 Only):

        a. Review information uploaded from the Schedule A worksheet.

        b. Upload Relevant Documents.

    12. Complete Nonpayroll Costs Section:

        a. Enter any relevant nonpayroll line items in the table.

        b. Upload any relevant documentation by clicking the upload documents button.

    13. Review Calculate Forgiveness Section.

    14. Submit:

        a. Select an Authorized representative of Borrower.

        b. Select from individuals related to the application on the related people tab.

        c. Use the create new person tab to add an authorized signer that is not already related to the relationship through an application.

        d. Verify or enter the email of the authorized signer in the email box.

        e. After information is verified hit the Submit button.

        f. If prompted, review and complete any of the missing required fields.

    15. Esign 3508 document through received signature request email.
